The Department of Trade & Industry (through its Business  Counselors) and the Department of Science & Technology provides business counseling/advisory and technical/ technology assistance services to MSME clients of the PSU-BAC.

The Technical Education & Skills Development Authority provides technical assistance particularly training programs to MSME clients of the BAC.

Pangasinan State University provides a desk for DTI business counselors and the personnel of the DOST and TESDA for the PSU-BAC project. PSU-BAC also “hosts” and promotes the PSU-BAC website as a means to facilitate MSME support services to clients.

The Development Bank of the Philippines provides an efficient  financing machinery to service the financing requirements of SPEED projects through Participating Financial Institutions (PFIs)/MFIs, subject to DBP’s existing credit policies and procedures.
